Grand openning of a new hydraulic unit of the total capacity of 30MW took place. It was commissioned at Lesogorskaya HPP of the Vuoksinskiye HPPs Cascade.

The consolidation of the controlling stakes of JSC Mosenergo, JSC TGC-1, JSC OGK-2, and JSC OGK-6 was completed in the balance of Gazprom Energoholding LLC by the beginning of 2010.

JSC Saint Petersburg Heating Grid was registered as an affiliate of JSC TGC-1 founded as a result of the three-party agreements between the Saint Petersburg Administration, JSC TGC-1, and TEC SPb.

The Russian Federation Government Regulation approved the amendments to the wholesale market rules ensuring the start-up of a long-term capacity market model.

The Russian Federation Government approved the “Rules of Selection Electric Energy Industry Entities and Electricity Consumers, Rendering Services for System Reliability Assurance, and Such Services Rendering”. The Rules specify the procedure of competitive selection of electric energy industry entities furnishing services for system reliability assurance as well as the mechanism of interaction with the system operator.

One of the oldest electric power plants of Russia, the first heat power plant of the GOELRO Plan, Krasny Oktyabr CHPP-5 was officially closed. Energy supply of the regions, which it provided with light and heat for almost 90 years, was completely transferred to Pravoberezhnaya CHPP running as a part of the energy system since May of 2006.

The Russian Federation Government approved the adjustment of the Master Arrangement Plan of Electric Energy Industry Facilities till 2020 with Prospect till 2030 and accepted a proposal of the Ministry of Energy of the Russian Federation concerning the electric energy industry modernisation till 2020. According to the estimate of the Ministry of Energy of the Russian Federation, within the period from 2010 to 2030, the demand for capital expenditures at the base forecast case will make up RUR 20 trillion, including RUR 9.8 trillion for generating companies and RUR 10.2 trillion for network ones.

The Supervisory Board of NP Market Council approved the standard forms of Power Purchase Agreement (PPA), as well as the standard forms of agency contracts providing PPA conclusion and execution.

New hydraulic unit No. 1 of the total capacity of 30.5MW was commissioned at Svetogorskaya HPP of the Vuoksinskiye HPPs Cascade.

A system of technological information exchange with automated system operator (ASO TIES) was put into commercial operation at the Tulomskiye HPPs Cascade.

A round-table conference in regard to cooperation of power sector and public service enterprises, organized by JSC TGC-1 and Murmanskaya CHPP with the support of the Murmansk Oblast Government, was held in Murmansk. The Russian Federation Government adopted the Regulation “On Granting Subsidies to Budgets of the Russian Federation Subjects for Liquidation of Inter-Territory Cross-Subsidy in the Electric Energy Industry”.

The end-to-end tests of the first new power generating unit CCGT-180 of Pervomayskaya CHPP were completed in Saint Petersburg.

The Ministry of Energy and Ministry of Economic Development of the Russian Federation submitted the Draft State Programme for Energy Saving and Energy Efficiency Enhancement till 2020 to the Russian Federation Government session. The estimated amount of financing of the Programme activities for the entire implementation term shall make up RUR 9.532 trillion. Furthermore, granting of the state guarantees for the amount of RUR303bn against bank loans and/or borrowings raised for the purposes of implementation of investment projects regarding energy saving and energy efficiency enhancement is planned for the period from 2011 to 2020.

The JSC TGC-1 headquarters moved from the building in Marsovo Pole to a new contemporary office at the address: 16, Dobroliubov Prospekt.

According to the composite rating prepared by the Expert North- West analytic centre based on the results of companies’ operation in 2009, JSC TGC-1 took the first place in the North-West electric energy sector by the service sales indicators and the 19th place among the largest companies of the region.

The prestarting tests of gas turbines No. 1 and 2 of the new power generating unit of JSC TGC-1 Yuzhnaya CHPP on the basis of a 450MW combined cycle gas turbine unit (CCGT-unit) were completed.

A new Museum of North-West Energy Industry History was opened in the JSC TGC-1 headquarters.

Standard & Poor’s agency confirmed the GAMMA corporate governance rating of JSC TGC-1 at the GAMMA-5 level.

The project for use of steam from JSC Solid Urban Wastes Thermal Processing Plant (TO TBO) in the process cycle of Murmanskaya CHPP, a JSC TGC-1 affiliate, was launched in Murmansk.

The Russian Federation Government published the Regulation “On Approval of Rules of Wholesale Electricity and Capacity Market and On Introduction of Amendments to Certain Acts of the Russian Federation Government Regarding Organisation of Wholesale Electricity and Capacity Market Performance”. The festive meeting of employees and veterans of the Fuel and Energy Complex dedicated to the Day of Power Engineers and the 90th anniversary of the GOELRO Plan foundation was held on December 22 in the Pillar Hall of the Palace of Unions. A ceremony of awarding the prominent industry members with the state honours of the Russian Federation took place during the meeting.
