5.1. Fuel Supplies

The share of gas in the TGC-1’s fuel balance accounts for 95.4 %, while fuel oil share is 1.0 %, and the coal share is 3.6 %, excluding the figures for Murmansk CHPP. Taking into account the data from Murmansk CHPP these figures are 91.1 %, 5.5 % and 3.4 %.

Major suppliers of fuel to the TGC-1 power plants in 2011 were as follows:

Fuel oil suppliers to Murmansk CHPP were as follows: Gazpromneft-North-West; Gazprom neftechim salavat; Bashneft-Region; Ufaoil; Ellit Trade House.


5.2. Procurement Activities

TGC-1’s Annual Comprehensive Procurement Programme for 2011 was 96 % fulfilled. The total share of competitive purchases in the 2011 procurement volume was 75 %, and 92 % of that was open procedures. There were 1,506 regulated competitive purchases; 1,453 purchases of which were carried out, which equals 96 %. The initial cost of that amounted to RUR 8,489.77 million; however, negotiation made it possible to cut costs for the acquisition of material and technical assets, labor and services for TGC-1. The savings from conducting competitive purchases was RUR 238.82 million.


The Internet and up-to-date communication means were used for conducting competitive purchases in 2011. Open competitive procedures were used for 58 purchases, which equals 4 % of the total number, using the electronic trade system on the unified Internet resource www.b2b-energo.ru. Copies of all data on the purchases and their results were published on the Web-site: www.tgс1.ru in the tenders and competitive procedures section. Copies of all publications on the purchases held using the unified Internet resource www.b2b-energo.ru were published on this Web-site in the trading publications section. No advisory services for conducting of competitive and regulated non-competitive purchases in 2011 were required.
